Militarized Conscription Campaign Expands in Mon State with Threats and Financial Demands

Military-appointed local administrative force and conscription enforcement teams are conducting forced registration of local young men for military service across villages in Kyaikmayaw Township, Mawlamyine District, Mon State. Alongside this, families are being compelled to pay arbitrary fees, adding further pressure and fear among already vulnerable communities.

The forced registration campaign is being coordinated by township-level conscription teams working under the General Administration Department (GAD). All males between the ages of 18 and 35 are being listed, with households required to pay between 10,000 and 15,000 MMK, regardless of consent or willingness to serve.

Two Brothers from Thae Phyu Village Killed and Dumped in Forest by Junta Troops

Two brothers from Thae Phyu village, located in the Thein Khun village tract of Tanintharyi Township, were found dead after being forcibly disappeared by junta forces. Their bodies were discovered in a forested area near the old Kyein Chaung village, according to a statement released by the Karen National Union (KNU) on August 3.

The victims were identified as Saw Phalo and Saw Kabi, both in their 30s and originally from Thae Phyu village. The two men had gone missing on 15 July 2025 after leaving their village to assist in bringing a healthcare worker. For nearly two weeks, their whereabouts remained unknown.

Systematic Denial of Healthcare in Detention Behind Alarming Deaths in Custody, Rights Groups Warn

The Human Rights Foundation of Monland (HURFOM), alongside 15 national and international organizations, has joined a joint public statement organized by Amnesty International, expressing deep concern over the rising number of deaths in junta custody across Myanmar. HURFOM strongly agreed to support this urgent call, which highlights the systematic denial of healthcare, widespread torture, and the inhumane conditions detainees face inside military-run prisons. Since the February 2021 military coup, over 1,800 people have reportedly died while in detention, many as a result of untreated injuries and the lack of proper medical care.

According to information documented between January and July 2025, at least 70 detainees died in custody. Among them was Ma Wutt Yee Aung, a 26-year-old student activist, who died around 19 July 2025 at Yangon’s notorious Insein Prison. Arrested in September 2021, her death is believed to be linked to head injuries sustained during interrogation and the prison authorities’ refusal to allow treatment, even after repeated appeals from her family.

Junta Troops Gun Down Four Civilians, Including Mentally Ill Woman

Junta troops have continued their campaign of terror in Pala Town, Palaw Township, Tanintharyi Region by deliberately shooting and killing civilians, according to testimonies from local residents. Four civilians, including a woman with a mental health condition, were killed during a recent military operation.

On 2 August 2025, three men and one woman were shot and killed by junta soldiers who were reportedly targeting anyone they encountered in the town. The victims were identified as U Aung Oo, U Mae Pya, U Soe Lin, and Daw Thi Win. All were residents of Pala town and believed to be in their early 30s.

Young Returnees Deported from Thailand Face Forced Conscription in Kawthaung Township

More than 150 Myanmar nationals deported from Thailand’s Ranong immigration detention center are now facing forced military conscription by junta forces in Kawthaung Township, according to HURFOM field researchers and local eyewitnesses.

On July 31, 2025, a total of 162 Myanmar nationals were repatriated from Ranong, Thailand, after serving sentences for immigration-related violations. They were handed over to the Myanmar authorities at the Kawthaung border checkpoint.

Monthly Overview: Artillery Fire by the Military Junta Threatens the Safety and Security of Innocent Civilians in Southeastern Burma 

Across the country, the junta has increased the scope and frequency of its attacks targeting innocent civilians. For those living in areas monitored by the Human Rights Foundation of Monland (HURFOM) in Mon State, Karen State, and the Tanintharyi region, the fear and insecurity caused by the junta’s ongoing attacks continue to isolate communities profoundly affected by the conflict. The funding cuts by the United States government have done little to ease anxieties and concerns, as life-saving projects are currently struggling to provide services without long-term, sustainable funding. 

As the development landscape evolves and displacement increases due to the military’s attacks, human rights violations are occurring with impunity. Artillery and mortar shelling have destroyed communities that are just trying to lead their lives, with even a marginal sense of normalcy. Between June 25 and 29, 2025, the military junta fired at least ten artillery shells into four villages—Kyauk Yay Twin, Pane Nell Gone, Zee Pyaung #1, and Win Kan—in Kyike Hto Township, Mon State. According to the Thaton District Karen National Union (KNU), there were no armed clashes in the area at the time of the attacks.

Mon State Junta Orders Each Village Tract and Ward in Mudon to Provide Up to Three Conscripts for Ongoing Military Training

According to sources close to local administrators, the military junta has ordered that every village tract and ward in Mudon Township must provide up to three conscripts for the military, with no exceptions.

The conscription drive is being enforced through local military recruitment committees, which include ward and village tract administrators. These administrators are now tasked with identifying eligible men and coordinating forced enlistments. Reports suggest that junta authorities are instructing administrators to conduct household surveys and random draws to meet the assigned recruitment quota.

The directive is being implemented in line with the junta’s ongoing weekly military training programs, which are now in their 16th round. Administrators have been told they must supply a minimum of three recruits per area every month without fail.

Eight Villagers Still Detained by Junta Troops in Yebyu Township Despite Mass Release

At least eight residents from Paradat village, Yebyu Township, Dawei District, remain in detention after a raid by junta troops earlier today, despite the release of most others initially arrested, according to local sources.

The raid occurred early in the morning on August 2 in Paradat village, located within the Dawei Special Economic Zone. Troops reportedly entered the village at around 6:00 a.m. and arrested approximately 30 villagers, including both men and women.

Over 15 Young Men Arbitrarily Arrested by Junta Troops in Kawthaung Under the Pretext of “Guest Registration”

More than 15 young male workers were arrested in Kawthaung Township, Kawthaung District, Tanintharyi Region, on the night of July 28, 2025, by junta troops citing “guest registration violations” as the reason, according to local sources.

Around 10:00 p.m. on July 28, joint forces composed of junta soldiers and local administrators carried out coordinated nighttime inspections in several villages under the 10-Mile Village Tract, including Kan Maw Gyi (also known as 8-Mile Village), 11-Mile, and 12-Mile villages. They went door to door and detained male workers between the ages of 20 and 40, accusing them of failing to register their presence as required by military-imposed guest list rules.
