The Karen Peace Support Network (KPSN) released a new report this week, which estimated the total of internally displaced people in Karen State at over 500,000. Documentation by the Human Rights Foundation of Monland (HURFOM) supports their findings as increased violence by the junta across Southeastern Burma continues to threaten the lives of civilians.

HURFOM: According to sources close to the General Administration Department, the military junta has provided arms to ‘trusted’ ward and village Administrators.
“The military has given guns (to village/ward Administrators) even before the law to bear/keep arms was announced. Local battalions gave guns to Administrators to protect themselves. Only those whom they trust were given guns,” said a village Administrator from Mudon Township.

HURFOM: Kaw Ka Rate Township, in Karen State is one of the townships where the military junta has imposed martial law. The junta has tightened security in the township and local sources told HURFOM, that nearly 15 residents have been arrested since February 2, 2023.
“We’re not allowed to go outside from 7 pm to 6 am. If someone is found outside during that period, he/she is immediately arrested and sentenced to 6-month imprisonment. Now, no one in Kaw Ka Rate goes outside after 7 pm,” said a Kaw Ka Rate resident.

HURFOM: Gambling had long been eliminated in Mon State, but has re-emerged in many villages under the military council’s rule.
The junta granted authority to village Administrators to re-open “gambling” operations, and these sites are crowded with gamblers day and night, according to a resident from Lamine Sub-township, in Mon State.
A retired Captain, Lin Oo who served as the village Administrator for R Yu Taung village, in Ye Township, maintained “gambling” operations in his village.

HURFOM: Burmese soldiers continue to occupy and interrogate passengers attempting to cross at the Ma Hwelve Mount CheckPoint which is located on the border of the Mon State and Tenasserim Division.
Persons passing through this gate must present a recommendation letter signed by their village Administrator.

HURFOM: The military junta launched two air assaults on a shelter for internally displaced persons (IDPs) in Kaw Ka Rate Township, Karen State. The first attack took place at 12 pm on February 19 and the second occurred at 09:30 am on February 20, 2023.
The three IDPs including a 14-year-old child were injured in the attack. In total, more than half a dozen innocent civilians in Kaw Ka Rate Township were injured or killed in the attacks.

Fourth Week of February 2023
HURFOM: Across Southeastern Burma, civilians remain in crisis. Internally displaced people (IDPs) who fled their villages in Karen State were again attacked by the junta while seeking safety. On February 19, around midnight, the junta air force shelled an area where IDPs temporarily sheltered in the southern part of Kawkareik, Brigade 6 of the Karen National Union (KNU). At least three IDPs, including a child, were injured. A local service provider team member confirmed that three individuals, Naw Hla Htwe, age 36, Saw Pha Kyaw Do, age 44, and a 14-year-old girl, were struck in the attack.

HURFOM: After imposing martial law in Ye Township, Mon State, the General Administration Department has banned local residents from going outside between 6 pm and 6 am.
The military junta has also issued a new restriction on “the time of riding motorbike”.
A local villager told HURFOM that the military junta will only allow the riding of motorbikes between 8 am and 4 pm in Ye Township.
