Conscription letters issued to young men at their homes

HURFOM: On February 2nd, 2025, the village administration team visited the house of a young man in Chaung Zone Township, Mon State who went to Japan, and delivered a conscription summons letter. Young men are now being conscripted directly at their homes.
“The summons letter reached the house of a young man, but he is in Japan. The family members are very worried and do not know how to handle it,” said a Chaung Zone resident.
In Chaung Zone Township, Mon State, the village or ward administration teams have been delivering summon letters requiring conscription on a door-to-door basis, leaving parents worried their children may have to join the army.
“Now, summon letters for conscription are being delivered in the village. Before, we could hire a substitute to serve a conscription order, but now, no one wants to work as a substitute. So now, the junta is delivering summons letters at the homes of young men,” said a villager.
The administration team just delivered the conscription summons letter but gave no instruction how to deal with the process.
“They just delivered the letter. They said nothing so we don’t know what to do. We just wait what they say and will follow their instruction,” said a source close to the family who received the summon letter.
On January 23rd, 2025, the military junta approved legal procedures to accompany the public conscription law. The procedure allows for the summoning of young men working or studying abroad to return and be conscripted. Soon after the approval of the law, conscription summon letters were being delivered to the homes of young men working or studying abroad.
The legal procedure also bans Oversea Worker Identification Cards to be issued to young men in the 18-35 age range. The measure is intended to prevent them from going abroad.
