Introduction
This report is the fourth in a series of quarterly updates and analyses, combining data collected from the ground by the Women and Child Rights project of the Human Rights Foundation of Monland (HURFOM).
Before the attempted coup in Burma on 1 February 2021, HURFOM published similar content in a bulletin-style format under the title ‘Voice Up.’ The Women and Children’s Rights project is of utmost importance as it seeks to monitor the situation of women and children in Mon areas and southern Burma and how it relates to the UN Convention on the Elimination of All Forms of Discrimination Against Women (CEDAW) and the UN Convention on the Rights of the Child (CRC). Field staff collect and distribute information and data to our local and international networks.
The findings empower and educate women and children in the Mon community by providing information on their rights, according to CEDAW and CRC, and encouraging them to participate in the struggle to protect and enforce their fundamental freedoms.

For Immediate Release
Today, the Human Rights Foundation of Monland (HURFOM) releases the fourth and final report of the year in the Voice Up series, which focuses on the gendered impacts of the attempted coup in Southeastern Burma throughout the year. The findings from September to November 2024 indicate an ongoing decline in women’s rights and their fundamental freedoms. Attacks against innocent civilians continue with impunity and a lack of meaningful intervention by the international community. The first update was published at the beginning of March 2024, the second followed in June 2024, and the third most recently released in September 2024.
In targeted areas of Mon State, Karen State, and the Tanintharyi region, the military junta has killed 176 women since the coup on February 1, 2021, in addition to 370 women wounded and 196 individuals unlawfully arrested and detained. The military has also murdered 48 children and injured 80 others. These statistics include HURFOM’s latest numbers, which found 15 women killed, 27 wounded, and 19 arbitrarily arrested. Additionally, seven were killed, and 13 suffered injuries ranging from minor to life-threatening. The military junta was the sole perpetrator of the crimes detailed in this report.

HURFOM: The 2010 People’s Military Service Law is now being enforced for the first time since it was passed over a decade ago. In February 2024, the military junta unjustly ordered mandatory military service, requiring all men aged 18 to 35 and women aged 18 to 27 to serve in the Myanmar Armed Forces for at least two years. The announcement met with immediate backlash and fear as young people felt apprehensive and uncertain. Nearly one year has passed since its implementation, and the impacts continue to be consequential.
In targeted areas of the Human Rights Foundation of Monland (HURFOM), including Mon State, Karen State, and the Tanintharyi region, families are devastated as they have been separated from their loved ones who have been recruited to the battlefield while being forced to pay exorbitant rates of bribery and extortion to fund the conscription bid.
