Monetary incentive plays big role in hiring substitutes for conscription

HURFOM: The military junta is preparing to open their 13th batch of military training, but it is in need of huge numbers of conscripts.
In Thanbyuzayat Township, Mon State, the junta has paid as much as three million MMK for a conscript substitute. Many poor people are interested in joining the military training. The junta is using monetary incentives to target poor and migrant communities.
“Migrant workers, substance abusers and the poor are interested in joining the military training as conscript substitutes, because of the money. Most local people don’t want to do so,” said a local source.
The junta issued a directive that two to four conscripts from each ward in Thanbyuzayat must be sent to each batch of military training.

“They gave money and hired the migrant workers and the poor. Many people are interested in monetary incentives so they have had an enough quota on conscripts,” said a villager.
Junta-appointed village/ward Administrators have been extorting from 5,000 to 10,000 MMK from each household in order to finance the payment to conscript substitutes.
“They’ve collected money from every house. The houses downtown have to pay 5,000 MMK while the households in the outskirts have to pay 10,000 MMK,” said a Thanbyuzayat resident.
More than 130 young men had been conscripted for the 13th batch of the military training. To date, more than 2,300 young men from Mon State have been conscripted for military training.
