HURFOM Releases New Report: “Living in Fear” – Documenting Civilian Impact of Junta Attacks in Southeastern Burma

Today, the Human Rights Foundation of Monland (HURFOM) released a new report titled, “Living in Fear: The Civilian Impact of the Junta’s Attacks Against Civilians in Southeastern Burma (January – June 2025).” The report paints a grim picture of how the junta’s continued violence has deeply affected the lives of people in Mon State, Karen State, and Tanintharyi Region.
The findings are based on direct testimonies, field data, and case studies gathered by HURFOM’s network of local monitors. Survivors across these regions describe a shared reality of constant fear, trauma, and lawlessness, where war crimes and crimes against humanity are systematically committed by junta forces.
“We are living in fear every day,” one resident shared. “There’s no safe place anymore. Even in our own homes, we are not protected.”
Between January and June 2025, HURFOM recorded:
- 241 civilians killed
- 761 wounded
- 1,059 arrested, and
- 731 detained
These numbers represent not just statistics but stories of families torn apart, communities displaced, and lives shattered.
The report highlights a disturbing pattern of indiscriminate airstrikes, artillery shelling, arbitrary arrests, enforced disappearances, extortion, and conflict-related sexual violence, particularly against young women and girls. Civilians, including human rights defenders and peaceful protestors from the Civil Disobedience Movement (CDM), remain key targets of the junta’s repressive strategy.
HURFOM’s documentation also shows that decades of military impunity and the lack of international accountability have emboldened the regime to act without consequence. These conditions continue to marginalize ethnic communities, especially women, and further limit access to justice and protection.
In response, HURFOM renews its calls for:
- Urgent referral of the situation in Burma to the International Criminal Court (ICC)
- Targeted sanctions on aviation fuel
- A global arms embargo
These actions are vital to demonstrating that no one is above the rule of law, and to begin restoring hope and justice for the millions of people impacted by the military’s brutality.
