Two Youths Accused and Arrested for Destroying Election Billboard of Junta-Appointed Chief Minister in Hpa-an
November 5, 2025
HURFOM: The Junta-controlled administration in Karen State has announced the arrest of two youths accused of damaging an election campaign billboard of Saw Myint Oo, the junta-appointed Chief Minister and candidate representing the military-backed Union Solidarity and Development Party (USDP) in Hpa-an Township.
According to junta-run media, the two, Htun Htun Win (31) and Phyo Minn Thant (15), allegedly defaced a vinyl campaign sign featuring Saw Myint Oo’s photograph and name on November 2. The authorities claimed the incident took place in Ward No. (2), Hpa-an, and both individuals are now being detained.

The pair are reportedly being held at Hpa-an Myoma Police Station, charged under Article 24(a) of the junta’s Election Law on the Prevention of Electoral Disturbances and Obstruction.
Saw Myint Oo, a former Brigadier General and ex-chair of the USDP’s Karen State branch, retired from the military in 2014 after serving as the Loikaw District Tactical Commander. He later became the Minister for Agriculture, Livestock and Irrigation under the Karen State government during the NLD administration in 2015, and currently serves as the junta-appointed Chief Minister of Karen State.
He was also among those sanctioned by the United States for his involvement and ties to the military regime following the 2021 coup.
This case reflects the Junta’s continued crackdown on dissent, even as public rejection of its planned “elections” grows stronger across Karen State and the rest of the country.
