Junta establishes the right to bear arms for civilians

HURFOM: On January 31, 2023, the military junta announced that civilians and government staff have the right to keep and bear arms.

This new measure will be limited to persons 18 years of age and older, patriots (which is undefined) and those who do not have a criminal record.  The process involves completing an application obtained from one’s State/Division police force.  A final decision on such applications will be made by the Ministry of Home Affairs.

The new measure is not being well received by many citizens. Critics note that only those who are pro-military are likely to benefit.

A gun can’t be bought with one or two Kyat. There will be an additional cost for the license so the right to bear arms is totally useless for ordinary civilians,said a social worker.

Due to the unsettled politics, and armed conflicts taking place  across Burma, critics fear the right to bear arms, which will be managed through a junta controlled process will likely lead to  more killings, intimidation and abuses.

If people have guns, they’ll solve their problems with guns. They don’t care about the rule of law. Everywhere can be a battlefield. The situation will be getting worse, said a resident from Kyaikmayaw Township.

Other citizens noted financial barriers and gender based implications that are likely to  accompany this new measure. 

Those who can’t afford arms are going to be in trouble. People who have guns will threaten them and they will live in fear. Mainly, it will be women, we will experience even more insecurity, said a woman.
