Arresting owners of unlicensed vehicles halts ambulance services

HURFOM: On June 1st, 2025, the driver of an ambulance picking up a patient from the Hpa-An General Hospital, Hpa-An Town, Karen State was arrested and the vehicle seized by the military junta.  Currently, all the ambulance services in the Hpa-An District have been halted since the arrest, according to the Hpa-An Social and Rescue Team.

On June 1st, we went to pick up a patient from the Hpa-An General Hospital by ambulance from our organization. The ambulance had no vehicle license and the junta arrested and seized the ambulance. Since then, all ambulance services in Hpa-An District have temporarily been stopped,” said an official of the Hpa-An Social and Rescue Team.

Most patients can be admitted to the Taung Kalay Military Hospital and the Hline Bwell Township General Hospital; however, it is difficult to send patients needing emergency services to the Hpa-An General Hospital.

We can send the patients just to the outskirts of Hpa-An Town. The ambulance without a license can’t enter the town. We have to request help from an organization that has a licensed ambulance. It creates more steps and delays in sending patients to hospital,” said a social worker.

Soldiers, police and other particular government officials have used excessive forces to arrest owners of unlicensed vehicles in Karen and Mon States.

We dare not go anywhere. If we’re arrested, our vehicles will be seized. So we have to be careful with our movement,” said one resident.

The junta has fined motorists between 30,000 to 300,000 MMK for infractions such as using unclear number plates, using other number plates, driving without a number plate, not having a driving license, or for driving carelessly.  Additionally, the penalty can include imprisonment for one to three months.
