Oil and Water: The Impact of Government salary increases on democratic prospects

Introduction:

In early January 2010, the Burmese government State Peace and Development Council (SPDC) announced a nationwide salary increase for all government employees. Under the announcement No. 104/2010, from the SPDC Department of Finance and Customs in Nayphidaw, the pay hike was implemented concurrent with the SPDC’s heavy-handed campaign to secure civilian support during the 2010 election. Pa’an villagers flee to KNU territory

HURFOM, Pa’an: According to information received by HURFOM’s field reporter in the first week of March 2010, more than 100 villagers from Kawee Noe village, in Karen State’s Pa’an Township, have fled from their homes into Karen National Union territory (KNU), after several weeks of forced labor at the hands of the Democratic Karen Buddhist Army (DKBA) and the State Peace and Development Council (SPDC).
